The 613 commandments were organized into 248 Mandatory commandments (thou shalls), and 365 Prohibitions (thou shall nots). The first 10 commandments were spoken by God to all of Israel. They became too frightened to hear the voice of God. God therefore agreed to speak the remainder of the commandments, judgments, and statutes to Moses.
